On a Debian Jessie, rfkill utility is provided by the deb package rfkill

To install it :

[fool@localhost:~]$ sudo apt-get install rfkill

Then, listing the current settings :

[fool@localhost:~]$ sudo rfkill list all

0: phy0: Wireless LAN
Soft blocked: no
Hard blocked: yes
1: hp-wifi: Wireless LAN
Soft blocked: yes
Hard blocked: no
2: hp-bluetooth: Bluetooth
Soft blocked: yes
Hard blocked: no

Unblocking everything :

[fool@localhost:~]$ sudo rfkill unblock all

Checking now the new configuration :

[fool@localhost:~]$ sudo rfkill list all

0: phy0: Wireless LAN
Soft blocked: no
Hard blocked: no
1: hp-wifi: Wireless LAN
Soft blocked: no
Hard blocked: no
2: hp-bluetooth: Bluetooth
Soft blocked: no

3: hci0: Bluetooth

Finally, setting up the wifi interface works successfully.
